Any licensed driver can drive on the beaches in the Cape Hatteras National Seashore Recreation Area as long as you enter and leave the beaches via designated ramps. NPS requires a Beach Driving Permit to drive the beaches within the Cape Hatteras National Seashore Recreation Area. Go to recreation.gov for more information.
If you are interested in driving anywhere else on the beaches of the Outer Banks, you should contact the township in question as many towns have different regulations. (i.e.: Some require a paid permit. Other beaches are closed to vehicular traffic during certain times of the year.)
The most important benefit of membership is being involved with 3800 other like-minded members seeking the same goals of ‘Open Beach Access for all Americans’. Our BOD is expanding electronic communication and our website to keep members current on key events and critical news releases. Each quarter the Association publishes and distributes a professional newsletter to all members. On Memorial Day weekend each year the Association holds an Annual Meeting, BBQ and two fishing tournaments, the Russell Privett Fishing Tournament for all members and guests and the John Overholtzer Youth Tournament. NCBBA also sponsors a Red Drum Tournament in October.

The North Carolina Beach Buggy Association is a non-profit charitable organization established in 1964, dedicated to the preservation of and vehicular access to the natural beach resources of the Outer Banks through conservation, a code of ethics for beach behavior and support of local, state, federal officials and other organizations dedicated to these same goals.

NCBBA is not a fishing club but consists of ‘like-minded folks’ that access and recreate in many ways on the beaches of the Outer Banks. Our members enjoy fishing, shelling, kayaking, wind surfing and a host of other saltwater activities but are joined in ‘Preserving Open Beach Access’.
Your NCBBA Board of Directors is a group of volunteers working on behalf of the membership. The Board always appreciates volunteers who can contribute to the knowledge base of this Association. Is my donation to NCBBA tax deductible?
NCBBA is a 501(c)(3) non-profit Charitable Organization and may accept donations from all donors. NCBBA will provide all documentation to the donor according to IRS rules. Donation may be made using the CONTRIBUTE button on this website, by US Mail: PO Box 189, Nags Head, NC 27959 or in person at any NCBBA event. General Fund contributions may be made at any time and are only used to maintain "open beach access".
NCBBA is a non-profit 501c3 organizations and is comprised of two paid employee (Treasurer and Membership Director) and 3800 volunteers from 50 states and 3 foreign countries.
Those volunteers include NCBBA Officers and the Board of Directors.
Supporting NCBBA begins with payment of dues and volunteering in support of Association events and projects. Donations to the general fund are tax deductible and are always appreciated. Click on the Contribution button on the home page or click here.
Operation Beach Respect is the most visible public event that NCBBA sponsors. Our members are assigned to all the ramps in the Seashore 3 times per year and assist the general public in the removal of garbage and debris from the beaches. NCBBA members provide garbage bags and literature to the general public detailing our responsibility for maintenance and conservation of this perishable resource. In correlation with OBR is Adopt-A-Highway. Members pick up roadside trash from Coquina Beach to the Bonner Bridge.
Yes, our membership system allows you to select auto renewal. This convenient option will send you a reminder email prior to the charge. You can cancel automatic renewals anytime.
If your NCBBA plate is stolen, a replacement plate with your member number may be purchased on our store or by US Mail: PO Box 189, Nags Head, NC 27959.
Please be sure to specify your name, address, email address and member number. There is a $35 charge for the replacement plate plus shipping. These are custom plates so the turnaround time could be 2 to 4 months.
The membership system relies on a unique email for each user who much log in to renew their dues.
Members should consider setting up automatic renewal to simply the process and put the payment on auto pilot.

The Membership Director will make several attempts to contact the member to ensure that it is the intent of the member to resign. After two returned notices or newsletters the member is deleted from the roster.
NCBBA member numbers are consecutive and are not re-issued to new members. Members that have been deleted may be reinstated, maintaining the original member number by paying their usual fee of $25.00.
Members can order a replacement license plate on our store for an additional $35.00 plus shipping.
Each year NCBBA awards scholarships to a graduating senior from each of the two Dare County High Schools and one Hyde County School on Ocracoke. To date over $90,000 have been awarded to Dare and Hyde County students. The application is posted on this website.
Since the 2009-2010 school year NCBBA has awarded a member or member's child scholarship for retraining or higher education. The application is posted on this website.
All items are shipped US Postal Service to the shipping address you provide on the order. The address you ship your order to MUST have a US Mail receptacle for the order to be delivered properly.

If two pieces of mail or two newsletters come back from the US Post Office as undeliverable, the member is deleted, and a reinstatement fee is applicable.
Prior to January of each year the Board of Directors approves a shirt design that will be printed on NCBBA merchandise. The Merchandise Director orders sufficient quantities of each item based on the previous year's sales. If sales volume warrants replenishment orders, there may be additional purchases made at the discretion of the Merchandise Director. If sales do not warrant repeat purchases of certain sizes or colors, the availability of those items will be removed from the shopping page of the website.
